National AGC Grand Award: MCTC was honored to receive the National AGC Grand Award at the AGC National Convention in March 2023 in Las Vegas, Nevada.
The Build America awards honor AGC members who build the nation's most impressive construction projects ranging across the building, highway and transportation, utility infrastructure, and federal and heavy divisions. Build America winners excel in the areas of:

MidCoast Full Court Press: As the project countdown clock ticked off the last weeks and days of the project the team continued to push through many obstacles to complete the remaining activities to finish the elevated stations, commission the elevators, finalize fire life and safety inspections, gain acceptance for ADA requirements and finish the 191 safety certifications required by the California Public Utilities Commission to allow the trains to start operating and meet the SANDAG published opening date for revenue service. Work was completed on Friday with final certifications received only 72 hours before opening day, allowing one day of final cleanup and preparation on Saturday. The result was a historic grand opening party on Sunday 11/21/21 attended by nearly 10,000 happy transit riders a delighted public agency and smiles on the faces of the many public officials that attended the ribbon cutting ceremony.
AGC Build San Diego Award Project of the Year: While the MidCoast project approached the finish line, other portions of the project were already winning awards. The completed $100M Elvira to Morena Double Track (EMDT) project adds 2.6 miles of new double track capability to a critical portion of the 351-mile corridor which hosts 50+ trains a day that include commuter rail (Coaster), Amtrak intercity passenger rail, Burlington Northern and Santa Fe Railway Company (BNSF) freight rail services. The project was awarded the Build San Diego Heavy/Highway Construction Project of the Year award for its positive impact on the community by reducing commuter delays, improving environmental conditions from reduced train idling, and safely executing an extremely successful high-profile project with zero train incidents that included 43 planned weekend shutdowns. Congratulations to the team!
Circulate San Diego – Momentum Award 2021: The AGC award wasn’t the only one the MidCoast team won this quarter! They also won the Circulate San Diego Momentum Award which recognize and highlight the leaders and projects in the San Diego region that are creating excellent mobility choices and vibrant, healthy neighborhoods while promoting sustainable growth across San Diego County. This award was especially unique in the fact that the award committee created a whole new award category to celebrate the great success of the newly completed MidCoast Trolley! The well-deserved award was accepted by Deputy Project Manager Eric Meisgeier and Stations Manager Ketty Avila, as pictured in the photo below.

Parking Lot Closures for Transit Center Improvements: Beginning Monday, July 26, and continuing intermittently through Monday, August 9, full closures of the parking lots at the Old Town Transit Center will be in place as crews make improvements to the those lots. Improvement activities include cleaning and layout inspections, and concrete repairs and replacement. Closures will rotate intermittently throughout the different parking lots. Two parking lots may be closed at a time, but access will be maintained to the remaining lot. Crews will begin improvement activities in the north parking lot and will work their way south. Each closure will be in place for 24 hours a day. Please note that while regular work days will be Mondays through Fridays, some additional weekend work is required. Full Closures of Northbound and Southbound Morena Boulevard: Beginning Tuesday, July 6, and continuing through Thursday, July 8, full nighttime closures of northbound and southbound Morena Boulevard will be in place as crews place asphalt near the future Clairemont Drive Trolley Station. Work also will require full nighttime closures of the intersection at Ingulf Street. Work and closure hours will be from 9 p.m. to 5 a.m. each night. Detour signs will be posted. La Jolla Village Square Surface Parking Area Closures: UPDATE: In late June, crews will begin the third of four phases in their effort to reconfigure the La Jolla Village Square surface parking area. This is a continuation of work that began on March 2, 2021 to improve access to the Nobel Drive Trolley Station parking structure as well as overall traffic flow. Construction activities will include asphalt demolition, new asphalt and concrete placement, lighting installations, striping, and landscaping. Typical work hours will be Mondays through Fridays, from 7 a.m. to 5 p.m. Work will be phased and completed in fenced-off sections of the parking area. Access to businesses, the mall entrance, the underground parking garage, and the Nobel Drive Trolley Station parking structure will be maintained at all times. Work is expected to be completed by fall 2021. In anticipation of this work, the Nobel Drive Trolley Station parking structure opened to the public on February 28, 2021, and is available for use by retail patrons.

Closure of Eastbound Nobel Drive: On Wednesday, April 14, an overnight full closure of eastbound Nobel Drive will be in place from the entrances of the Shops at La Jolla Village and La Jolla Village Square to the southbound I-5 on-ramp. Additionally, access to the southbound I-5 on-ramp from eastbound Nobel Drive will be closed. During the closures, crews will pave the roadway. Work and closure hours will be from 10 p.m. to 5 a.m. Driveway access will be maintained at all times. Please heed all traffic signs and use caution when traveling near the work area. Full Closures of Genesee Avenue: On Friday, April 16, crews will begin asphalt demolition, paving, striping, and traffic signal installations on Genesee Avenue. This work begins the final phase of roadway construction activities on Genesee Avenue for the Mid-Coast Trolley project. Work will continue for approximately four weeks and will require full closures of Genesee Avenue between Regents Road and Nobel Drive. Crews will work in sections, and the full closures will be phased. For the first two weeks, work and closure hours will be from 8 p.m. through 5 p.m. the following day, Sundays through Thursdays. Please note that the first night of work has been scheduled on a Friday to accommodate a local event. Residential and school driveway access will be maintained. Lane Closures at Genesee Avenue and Nobel Drive Intersection: On Thursday, April 15, there will be overnight lane closures at the intersection of Genesee Avenue and Nobel Drive for paving work. A full closure of northbound Genesee Avenue will be in place from Nobel Drive to Esplanade Court. Additionally, full closures will be in place on eastbound and westbound Nobel Drive between Genesee Avenue and Lombard Place. Balboa Avenue Lane Closures: Beginning Friday, April 9, and continuing for approximately two weeks, lane closures will be in place on eastbound Balboa Avenue, between the Morena Boulevard overpass to Balboa Avenue and Moraga Avenue, as crews complete bus pad improvements. Additionally, MTS bus service will be temporarily relocated east of the bus stop at Balboa Avenue and Moraga Avenue from Friday, April 9, through Friday, April 23. Through access on eastbound Balboa Avenue and ramp access from Morena Boulevard will be maintained. Please follow posted signage and use caution when traveling in the area. Full Closure of Executive Square Driveway: Beginning Thursday, March 18 and continuing through Sunday, March 22, a full closure of the Executive Square driveway will be in place for crews to replace a cross gutter. Construction activities will include demolition and placing concrete, which will require several days to cure. Work and closure hours will be from 8 p.m. on Thursday to 5 a.m. on Monday. Full Closure of Executive Square Driveway: Beginning Wednesday, March 3 at 6:30 a.m. and continuing through Monday, March 8, at 5 a.m., a full closure of the Executive Square driveway will be in place. The closure will be in effect just east of the driveway's intersection with Genesee Avenue for crews to set a staircase for the future Executive Drive Trolley Station and replace a cross gutter to help improve drainage at the intersection. Full Closure of Northbound Pacific Highway: On Saturday, February 27, a full closure will be in place on northbound Pacific Highway for crews to repave the roadway. Lane closures will be in place from 6 a.m. to 6 p.m., from Kurtz Street to the intersection with Taylor Street. This work is part of ongoing improvements for the Old Town Transit Center and adjacent roadways, to prepare for an increase in Trolley crossings at Taylor Street upon completion of the Mid-Coast Trolley project. Santa Fe Street Traffic Shift: Beginning Tuesday, February 16 and continuing for approximately three weeks, traffic changes will be in effect on Santa Fe Street for crews to pave the Rose Creek Bikeway. Impacts will be in place between Karl Strauss Brewing Company and Jaguar Coventry Cars of San Diego. One lane will remain open at all times, and flaggers will be present to direct traffic. - Widening of W. Morena Boulevard: Beginning Wednesday, January 13 and continuing for approximately three months, lane closures will be in place on W. Morena Boulevard. Crews will widen the boulevard and construct a pedestrian ramp that will provide access to the future Tecolote Road Trolley Station. The closures will be in place near the Tecolote Road overpass. One lane will remain open in each direction and through traffic will be maintained. Work hours will be Monday through Friday from 7 a.m. to 5 p.m., but closures will be in place 24 hours a day. Full Closure of Friars Road: On Tuesday, January 12, a full closure of eastbound and westbound Friars Road will be in place between Sea World Drive and Napa Street, from 9 p.m. to 5 a.m. This closure is necessary for crews to perform a traffic switch in preparation for roadway restoration work. Please detour via Sea World Drive, Tecolote Road, Morena Boulevard, and Napa Street. The restoration work on Friars Road will continue through the remainder of January. Partial Intersection Closure at Genesee Avenue and La Jolla Village Drive: On Monday, November 9, from 9 p.m. to 5 a.m., crews will work on the traffic signals and rewire connections at the intersection of Genesee Avenue and La Jolla Village Drive for the future Trolley. A full southbound closure on Genesee Avenue will be in place between Executive Drive and Nobel Drive, with one northbound lane open. Additionally, full westbound and eastbound closures of La Jolla Village Drive will be in place between Genesee Avenue and Regents Garden Row/Coste Verde Boulevard. Construction of Trolley Parking Structure at La Jolla Village Square: UPDATE: Beginning Wednesday, October 21 and continuing for approximately one month, crews will reconfigure the parking area adjacent to the future Nobel Drive Trolley Station parking structure. Work will include paving, striping, and curb replacement. Typical work hours will be Sunday through Thursday from 10 p.m. to 7 a.m. each night, with occasional weekend work. Please expect noise. UPDATE: Beginning Monday, August 3 and continuing for approximately two weeks, crews will be performing utility work for the future Nobel Drive Trolley Station parking structure in the La Jolla Village Square parking area. Work hours are Sunday through Thursday, 9 p.m. to 5 a.m. each night. Access to businesses, the shop entrance, and underground parking will be maintained at all times. UPDATE: Beginning Saturday, April 25, crews will be placing concrete for construction of the future Nobel Drive Trolley Station parking structure in the La Jolla Village Square parking area. Concrete pours will continue intermittently through November 2020. Construction noise from back up alarms and concrete trucks may be present. The concrete pours will typically begin at 12:05 a.m., but work hours may vary. Access to businesses and shops will be maintained at all times. Construction of the parking structure began in January 2020 and is anticipated to continue through fall 2020. Typical work hours are Monday through Saturday from 7 a.m. to 5 p.m. Once complete, the parking structure will provide spaces for transit patrons and retail customers. Santa Fe Street Traffic Shift and Parking Changes: On Monday, October 19, from 9 p.m. to 5 a.m., a traffic shift will be in place on Santa Fe Street as crews restripe the roadway between Karl Strauss Brewing Company (5965 Santa Fe Street) and Coventry Cars of San Diego (5097 Santa Fe Street), to accommodate construction of the Rose Creek Bikeway. Following the traffic shift, Santa Fe Street will be in its final alignment and parking on the west side of the street will be removed permanently. Flaggers will be in place to direct motorists. Closures and Traffic Shifts for Balboa Avenue Bridge Construction: On Thursday, October 15, from 10 p.m.to 5 a.m., a full closure of the northbound I-5 off-ramp to Balboa Avenue will be in place for crews to perform construction activities on the Balboa Avenue Bridge. Additionally, lane restrictions and a traffic shift will be in place on Balboa Avenue/Garnet Avenue. One lane will remain open to traffic in each direction. Full Closure of Voigt Drive Bridge: Beginning Monday, October 19, a full closure of the Voigt Drive bridge will go into effect. East of the bridge, Voigt Drive will reopen to traffic. Additionally, inbound access to Scripps Health facilities via Voigt Drive will be available from the east only and outbound access will remain closed. Typical work hours will be Monday through Friday from 7 a.m. to 5 p.m. but may vary depending on the type of construction activity required. The full closure of Voigt Drive bridge is expected to be in place through April 2021. This work is part of ongoing efforts for the Voigt Drive Improvements project, which will realign Campus Point Drive permanently to provide direct access to the future Voigt Drive Trolley Station and to improve traffic flow in the area. Additionally, on Sunday, September 27 from 10 p.m. to 5 a.m., eastbound and westbound access at the Genesee Avenue and La Jolla Village Drive intersection will be closed. The closures are necessary for crews to widen Genesee Avenue and construct a single bus pad for the new Metropolitan Transit System bus stop located near Esplanade Court. Construction activities will include demolition work, restriping, and setting K-rail as well as installing railing and performing exterior finish work on the Trolley bridge. Full Closure of Voigt Drive: A full closure of Voigt Drive is in effect between parking lot P701 and Campus Point Drive. The closure is required for the Voigt Drive Improvements Project, which will realign Voigt Drive and Campus Point Drive permanently to provide direct access to the future Voigt Drive Trolley Station and to improve traffic flow in the area. The closure began Monday, April 20 and is anticipated to continue through fall 2021. Typical work hours will be Monday through Friday from 7 a.m. to 5 p.m., though occasional nighttime and weekend work may be required. Permanent Realignment of Rose Canyon Bike Path: In summer 2019, two sections of the Rose Canyon Bike Path will be relocated to the newly constructed permanent bike path. A portion of the temporary bike path that is now located on the shoulder of Interstate 5 will move to the newly constructed path by Monday, June 17. A second portion of the temporary bike path, now located along I-5 from north of Santa Fe Street to just north of SR-52, will move to the newly constructed path by Wednesday, July 3. Balboa Avenue Railroad Bridge Demolition: Work to demolish the Balboa Avenue Railroad Bridge and construct a new railroad bridge began May 17 and will continue through early 2019. Construction of a railroad bridge spanning Balboa Avenue/Garnet Avenue is ongoing. To accommodate this work, lane and ramp closures, originally scheduled through October 2018, will be in place intermittently through early 2019. - Northbound I-5 Balboa Avenue/Garnet Avenue Off-Ramp Closure: Intermittent, nighttime closures of the northbound I-5 off-ramp to Balboa Avenue/Garnet Avenue are scheduled from December through summer 2019. Crews will be signalizing the northbound I-5 off-ramp to Balboa Avenue/Garnet Avenue and will be shifting the off-ramp to newly constructed pavement adjacent to the existing off-ramp. Morena Boulevard and Littlefield Street while construction crews remove a temporary retaining wall support system for the Mid-Coast Trolley. To accommodate this work, a closure of southbound Morena Boulevard will be in place, and both directions of traffic will be shifted to northbound Morena Boulevard. - Underground Systems Work: Through summer 2019, construction crews will continue intermittent nighttime work on underground communication and electrical systems for the Mid-Coast Trolley within the railroad right-of-way between Taylor Street in Old Town and Cedar Street in Downtown San Diego. Crews will generally move north to south and will work at each intersection for about one month at a time. Although the work will be in the canyon, construction crews will be using Regents Road to access, store, and transfer equipment and materials to the work site. Nighttime work hours are from 7 p.m. to 5 a.m. Heavy construction equipment such as excavators, loaders and trucks will be present. Please expect some noise. - Downtown Lane Closures: Through summer 2019, construction crews will continue nighttime work on underground communication and electrical systems within the railroad right of way at Palm Street and Sassafras Street for the Mid-Coast Trolley. Work hours and lane closures will be Sunday through Thursday, 9 p.m. to 5 a.m. Only one direction of traffic will be closed at a time. As part of this work, crews will be installing a new traction power substation, which converts power for Trolley operations, at Olive Street near the railroad right of way, starting Monday, September 24 through summer 2019. - Morena Boulevard Lane Closures near Tecolote Road: A nighttime closure of northbound and southbound W. Morena Boulevard, from the W. Morena Boulevard/Morena Boulevard split to Vega Street, will be in place starting the week of September 4 through early December 2018 to accommodate utility work. - Friars Road Closures: Intermittent nighttime closures of Friars Road between Sea World Drive and Napa Street are scheduled from July 25 to August 16 to accommodate construction of the San Diego River Bridge. Eastbound Friars Road will be closed from July 29 to August 1, 7 p.m. to 3 a.m. each night. Eastbound and westbound Friars Road will be closed from July 25 to July 26, from 7 p.m. to 3 a.m. Full closures continue from August 5 to August 9, and August 12 to August 16, from 7 p.m. to 5 a.m. each night. - Full Closure of All Southbound Lanes and Partial Closure of Northbound Lanes on I-5: On Tuesday, July 10, from 9 p.m. to Wednesday, July 11, at 5 a.m., there will be a full closure of southbound lanes on Interstate 5 (I-5), from the I-5/Interstate 805 (I-805) split to La Jolla Village Drive, and a partial closure of northbound lanes on I-5, from Nobel Drive to Voigt Drive. - Ocean Beach Bike Path Closures: The Ocean Beach Bike Path is closed March 12 through March 30, 2018, for demolition of existing bridge abutment structures near the path. A second temporary closure of the bike path is scheduled for mid-April 2018 to accommodate installation of foundations for new bridge abutments. Cyclists should follow signage to detour the bike path via Pacific Highway, Taylor Street, and Morena Boulevard and use extra caution when traveling near the work area. - La Jolla Village Drive: Crews will be restriping lanes and installing barricades along the median on a portion of La Jolla Village Drive for upcoming viaduct construction. - Genesee Avenue Traffic Shift: On January 2, 2018, crews will begin shifting traffic to the outer lanes of Genesee Avenue from La Jolla Village Drive to Nobel Drive. Crews also will begin construct the viaduct - a bridge structure that will carry the Trolley down the middle of Genesee Avenue. This work will be focused on Genesee Avenue, from Regents Road to Nobel Drive. Northbound and southbound lanes of Genesee Avenue will be restriped and shifted to the outer lanes from Regents Road to Nobel Drive while crews begin work in the median. Large drilling equipment will be set up within the median. Traffic control phasing and lane configuration may vary between day and night work hours. Traffic control signs, including necessary detours for motorists, pedestrians and bicyclists, will be posted. These types of traffic controls will be deployed at various times through early 2020. - Night Work on I-5: On January 8, 2018, crews will start work on the viaduct – a bridge structure that will carry the Trolley down I-5. This work will be focused within the median of I-5 and will require lane closures. To prepare for this construction, crews will demolish the median and restripe traffic lanes on both northbound and southbound I-5 between the Nobel Drive and La Jolla Colony Drive exits. Barricades will be installed to delineate the work area in the freeway media. Work hours will be Monday through Friday, from 9 p.m. to 5 a.m. and will be ongoing through early February 2018. - Rose Creek Bikeway Construction to Start this Winter: Preliminary construction of the Rose Creek Bikeway is scheduled to begin in January 2018. Initial work will include clearing and removing vegetation in the construction area near the creek between Santa Fe Street and I-5. Major construction, which will begin in June 2018, will include construction of the trail, under-crossings and a bridge. Project completion is anticipated in spring 2020. View additional information.

- Tree Removal on Northbound I-5: In mid-September, crews will begin removing vegetation within the project area on the east side of northbound I-5 between La Jolla Colony Drive and Nobel Drive. Work is anticipated to continue through late 2017. Upon completion of project construction, trees and other types of vegetation will be replanted along I-5 where there is sufficient distance between the street and the new Trolley extension, as well as in other locations. For safety purposes, tree canopies when fully grown must be kept away from the overhead catenary lines associated with the new Trolley project. - Genesee Avenue Pedestrian Bridge Demolition: Crews will demolish and permanently remove the pedestrian bridge at Executive Square and Genesee Avenue. A full road closure of Genesee Avenue from La Jolla Village Drive to Eastgate Mall will be required to complete this work from 9 p.m. on Friday, March 31, through 5 a.m. on Monday, April 3, and from 9 p.m. on Friday, April 7, through 5 a.m. on Monday, April 10. Crews will re-stripe crosswalks and install temporary pedestrian crossing signals the first weekend, and demolish the Genesee Avenue pedestrian bridge at Executive Square the following weekend. The pedestrian bridge is being demolished to make room for the future Executive Drive Station, which will also serve as a pedestrian crossing when the project is complete. - Gilman Drive Bike Lane Near Rose Canyon Bike Path: A portion of the bike lane on Gilman Drive, below the I-5 freeway overpass, will be intermittently closed for project construction access. - Morena Boulevard Construction Activities: Beginning in March 2017, Mid-Coast Trolley construction crews will start construction along Morena Boulevard from Clairemont Drive to Balboa Avenue. Initial activities will include traffic barrier installation, vegetation removal, utility installation, and wall construction for the future light rail infrastructure. To accommodate this work, the southbound lane of Morena Boulevard closest to the railroad tracks (the furthest west lane) will be closed to traffic for the duration of the project. Additionally, various portions of Morena Boulevard between Balboa Avenue and Tecolote Road may be reduced to one lane in either direction throughout the life of the project. Additional truck traffic should be anticipated during this work. Specific locations for lane reductions will vary as crews make progress on the new trolley line. Road conditions will change throughout the construction process and motorists, cyclists, and pedestrians should use extra caution when traveling near the work area and remain aware of travel speed and road conditions. - Rose Canyon Bike Path Temporary Closure: The Rose Canyon Bike Path will be closed from 7 a.m. to 5 p.m. Tuesday, February 7 through Friday, February 10 while SDG&E crews work on overhead utilities. Flashing message boards are posted in various locations to notify cyclists of the closure. Three shuttles will be provided for cyclists continuously during the closure hours, running to/from the two ends of the bike path. Flaggers will be on-site to direct cyclists on how to take the shuttle at each end of the path.
- Vegetation Removal along West Side of I-5: On January 30, crews began preparation work to remove trees and shrubs from the Caltrans right-of-way next to the southbound lanes of I-5 (the west side of the freeway from the La Jolla Village Drive off-ramp to the Nobel Drive off-ramp) in the future path of the trolley project. This work will require traffic controls, including installation of temporary barricades along the west side of southbound I-5. The vegetation removal work is anticipated to last approximately two months. Upon completion of all construction activities required in support of the Mid-Coast Trolley project in this location, vegetation will be planted. - Marian Bear Memorial Park: Crews have fenced off an area within the Rose Creek Channel, near the existing railroad tracks, for construction activities and staging equipment purposes. There will be no access along the Rose Creek channel between Marian Bear Memorial Park and Rose Creek open space. Users of the Marian Bear Park trail should avoid entering or passing through the construction area. Please follow direction of the posted signs.

- This fall crews will return to the CP Rose Track Crossovers Project work area to complete work on a storm drain and to replace the existing wood rail ties with concrete rail ties. This work will require the use of heavy machinery and may be disruptive. Crews will minimize impacts to neighboring homes as much as possible.

Lanes will be temporarily shifted on Balboa Avenue/Garnet Avenue between Morena Boulevard and Mission Bay Drive. While traffic flow in both eastbound and westbound directions will be maintained throughout construction, each direction will be temporarily transitioned to single lanes of service.
- Starting this fall, crews will begin work within the railroad right-of-way, northeast of Santa Fe Street (north and south of Jutland Drive) to begin construction of new bridges in support of the Elvira to Morena Double Track project. The majority of work will be conducted away from the roadway. Santa Fe Street and the Rose Creek Bike Path will remain open at all times. Truck traffic may be increased in the area during this time. Intermittent flagging will be in place at each work site when truck traffic is increased.

Closure hours are from 9:30 p.m. to 5 a.m. each night. Traffic controls and detour routes will be placed. Construction schedule subject to change.
· Morena Boulevard Construction Activities: Beginning May 2, northbound Morena Boulevard, from Balboa Avenue to Tecolote Road, will be reduced to one lane. Parking will also be temporarily removed on northbound Morena Boulevard, from McGraw Street to Baker Street. Southbound Morena Boulevard is reduced to one lane of traffic in some areas. Work hours will be during the day, from 7 a.m. to 5 p.m., but closures will remain in place 24 hours a day.
· Temporary Realignment of Rose Canyon Bike Path and I-5 Impacts: In May 2018, a southern portion of the Rose Canyon Bike Path will be temporarily relocated to the west side of the train tracks, east of Interstate 5 and north of Santa Fe Street, while crews construct a new, permanent path. The interim path will connect the north end of Santa Fe Street to about 1,000 feet north of State Route 52. A temporary realignment of the northern portion of the bike path is also in place, rerouting to a protected, temporary two-lane bikeway located on the outside shoulder of the northbound I-5 off-ramp. Sections of the permanent path will be reopened as they are completed.
Full Closure of Executive Square Driveway: Beginning Thursday, March 18 and continuing through Sunday, March 22, a full closure of the Executive Square driveway will be in place for crews to replace a cross gutter. Construction activities will include demolition and placing concrete, which will require several days to cure. Work and closure hours will be from 8 p.m. on Thursday to 5 a.m. on Monday. Access will be maintained, and signage will be in place. Please use caution when traveling in the work area.
